Korea’s AI Aspirations Depend on Power Supply Reforms

South Korea’s ambition to position itself as one of the top three AI nations may face significant hurdles primarily due to energy constraints. Rep. Lee Hae-min of the Rebuilding Korea Party emphasizes the critical need for power purchase agreements (PPAs) that would allow companies to acquire electricity directly from generators, ensuring a stable and scalable power supply. Given the inadequacies of the current grid managed by Korea Electric Power Corp., which is ill-prepared for the increasing demand from large data centers, the proposed expansion of PPAs is vital for supporting AI workloads but is currently stalled in the National Assembly due to regulatory concerns.

The push for energy reform is compounded by the need for an agile regulatory framework that can keep pace with technological advancements. Proposing a shift from rigid rules to a more flexible approach, Lee suggests establishing a dedicated science and technology support body within the National Assembly, akin to the U.S. model. This strategy would facilitate timely legislative responses to evolving tech landscapes and bolster South Korea's goals in the AI sector, reducing the risk of lost investments due to energy limitations.
