Veterans Affairs Struggles with $985M Software Licensing

The Department of Veterans Affairs (VA) is grappling with significant challenges in effectively managing its software licenses, as revealed by a report from the Government Accountability Office (GAO). With an annual software expenditure of approximately $985 million, the VA struggles to determine the correct number of licenses needed from its top five vendors. Despite identifying its most utilized software vendors, the VA has been unable to ascertain whether it is over-purchasing or under-utilizing licenses, causing concern over financial efficiency.
To address these issues, the VA has acknowledged the GAO's recommendations and has begun preliminary actions aimed at tracking software license usage. Following a long-standing focus by the GAO on the management of software licenses, the VA plans to implement initial functionalities for a centralized software license inventory by late March 2026. This move could enhance budget management and operational efficiency, but the challenges faced today may signal broader implications for the integrity of federal software spending and IT contract oversight.
