France's AI landscape sees significant growth with 972 active providers, marking a 60% increase over the past year. This data, revealed by the Hub France IA, indicates a substantial number of these entities—54%—are focused on developing proprietary AI technologies. However, over a quarter of French companies reported using generative AI tools as of 2025, which is still below the European average of 37%. This raises questions about the country's technological independence from external models.

Strategically, while the increase in homegrown AI solutions signals progress towards national autonomy, a notable portion of firms (46%) cling to a hybrid model that relies on a mix of French, European, and external resources. Previous reports highlighted that only 24% of software developers use their own models, emphasizing ongoing challenges related to data governance and sovereignty. As the French AI sector matures, its ability to balance independence and innovation will be critical for future development and competitiveness.
