Euskadi Proposes Building New Housing on Existing Buildings

The Basque Government, aiming to address the housing crisis in Spain, has announced a plan to create 2,000 new residences by building on top of 65 existing public buildings. This initiative, which emphasizes social housing for vulnerable groups, is set against the backdrop of Spain's increasing demand for housing, particularly in urban centers like Madrid. Officials assert that this strategy involves straightforward modifications without extensive bureaucratic hurdles, leveraging flat-roofed structures already in the public housing stock.

To ensure the viability of this project, the Basque Government is employing industrialized construction methods with pre-fabricated modules, promising reduced costs and timelines. Supporting legislative measures, such as the Law 3/2015 of Housing, enables municipalities to approve social housing developments without altering overall urban planning. The goal is to initiate construction studies this year, anticipating completion between 2029 and 2030. This approach not only offers immediate housing solutions but also reflects a significant innovation in urban development and architectural policy in Spain.
