China Introduces Regulations for Digital Human Industry

China is implementing new regulations on its rapidly expanding digital human industry, which encompasses AI avatars resembling real people for diverse applications. The Cyberspace Administration of China (CAC) issued draft rules to ensure that creations of digital likenesses require consent and do not pose harm to children or social stability. The industry was valued at approximately 4.1 billion yuan ($600 million) in 2024, demonstrating significant growth at 85% year-over-year. These regulatory measures will establish clear guidelines and penalties to govern the use of AI-generated representations in society.
