South Korea Reform Enhances AI in Public Procurement

South Korea's Public Procurement Service has launched a comprehensive procurement reform initiative aimed at shifting towards a more citizen-centered and market-driven model. The reforms outline approximately 70 measures focused on enhancing local government autonomy, promoting competition, and fostering new industries, particularly in sectors such as artificial intelligence and climate technology. This strategic initiative, with a projected annual budget impact of around 225 trillion won ($160 billion), seeks to transform public procurement into a tool that drives AI and industrial growth in the region.

By granting greater procurement decision-making powers to local governments and introducing stricter oversight mechanisms, the reforms are poised to bolster participation from a broader range of suppliers, thus fostering innovation and reducing corruption. The government plans to significantly scale up its “innovation procurement” strategy by 2030, projecting investments exceeding 2.5 trillion won in AI and other emerging technologies. This shift not only increases South Korea's autonomy in adopting advanced technologies but also aims to create a self-sustained ecosystem that diminishes reliance on external suppliers in the procurement landscape.
